When the Boston Government is formed, place your troops roughly along the Mason-Dixon line and raise the Free Corps as soon as possible. In the same time, develop the South, to have a solid industrial base to fight the Constitutionalists. Train lots of garrisons, they are cheap and good to defend land forts and if they switch side at the start of the Civil War, they are lot less problematic to deal with than regulars or armored divisions. The best tactic for me to win the Civil War is to build land forts behind the Mississippi: if you are lucky, some regions of the US will declare for the government, if not, you'll still have a defensibile border. I suggest heading north first and cutting off New England, then starting the march west. After that, it's a matter of patience while you out-produce the rebels and fight a slow war, grabbing territory a bit at a time until you build up momentum.
On my playthrough I managed to hold the line at Louisiana to the west and Virginia to the north, relying on defensive leader traits and air power to give myself a boost.
They key is to go into a defensive stance right away, holding the southern states. They're small divisions, so boost them up with additional infantry battalions and artillery support if you can afford it. When the war started I was left with 30 divisions, meaning I was outnumbered 2 to 1.Ĭall up the free units immediately. I used a few of the outside investment and training unlocks but they didn't do much. Don't worry about the Bund, you'll be losing that part of the country regardless. The key is to prepare by building up the south's infrastructure and factories in advance and unlocking the Free Corps decision. I recently won the civil war, even losing most of my divisions to the Constitutionalist rebels. I'm almost certain the Civil War isn't working as intended, and I'd love to see a Dev, or at least a Moderator, make an official statement about this. Honestly, the US civil war is broke af at the moment, to the point where it's not even worth playing. Winning the war is counter-productive though, because even if you win, you get stuck as unaligned unless you drag out the war long enough to get Honor the Confederacy.
The rebels will have swarms of citizen militia divisions and their own newly-built army divisions, but it shouldn't be hard to deal with if you cheese the Boston area so you can focus on the West Coast. Park the Free Corps divisions in the Rockies, cap open territory in the Mid-West, and rush deploy new army divisions as soon as they hit 20% Green. Build a whole bunch of Cav or Inf or Armored or Airborn, if you have the tech, and the Free Corps should fire around the time Commifornia rebels. When the war starts, the rebels don't get any regular army divisions (because you don't have any), so that one division in NYC can rush and cap the VPs around Boston very easily.

Ignore the focus that keeps states in the Union, instead, beeline for Free Corps. Disband all but one division, park that division in NYC.
